Regarding to another closed question which was "how can put a patch panel above the rack?"
one of solutions/work around was
to mount the equipment (ex. Patch Panel) as "Not mounted". Then it will be located in/on the rack, but not in a specific position. You wont be able to see it in the rack layout view, but it will be viewable in the navigation tree and on Inventory reports.
While trying this work around, I modified the mounting property of the patch panel to be only "Not mounted" but i can't add/mount the patch panel in/on the rack and it couldn't be viewable neither in rack layout view nor in the navigation tree.

I have to admit its been years since I've seen this question.
If you change the genome as you did in your screenshot and set is as "not mounted", you will need to drag the genome entry set as not-mounted to the rack in the navigation view/pane.
There are a few ways to do this if you enter planning mode so the genome tab is visible next to the navigation tab.
If you move to the genome tab (next to the navigation tab in the desktop client like in the desktop client) like in the below screenshot you can either right click on the actual genome tab (highlighted in yellow) and choose detach which will detach the genome tab into its own window or drag the highlighted tab to the lower middle pane of the desktop client where the equipment browser is located as an example.
Once you either moved or detached the genome tab you should be able to drag the "not-mounted" device (patch panel in your case) to the rack entry in the navigation view. When you do so, it should slot in as a non-mounted device in the rack like below.
I should also add, the ability to actually place a patch panel like device above a rack is on the product roadmap and is expected to come to ITA in a future release.
That time frame is not yet set.
