ES 550 issues, does not work even after buying new battery

I have an ES 550 UPS. It indicated that the battery needed replacement so i replaced the batter.  I am currently testing with a lamp, the lamp stays on as long as i dont pull the ups plug out.  Once i pull the plug out it does not work, the reset button which I have never used before seems like jelly, not sure if its supposed to click or something.  What can be wrong?  Lights seem normal but as soon as I unplug the ups the lamp goes out

The reset button you refer to should seem like jelly. It is the overload circuit breaker and will only trip when you plug too much stuff in and overload the capacity of the UPS. At that point, it'd present some resistance until you reset it.

Did you verify if you connected the lam to the battery back up + surge outlets instead of just the surge only outlets by accident? Also, after replacing the battery, how long was the UPS left to charge? This type of UPS needs to probably charge the battery for at least 8-12 hours before being played with, especially if the battery was discharged or had been on the shelf in a warehouse or vendor. (APC charges their batteries every so often at the warehouse but every vendor may not - and even so, APC batteries would need some charging time).

Also, when the lamp turned off on your testing, did the UPS turn off too or stay on and beep 4 times every 30 seconds (to indicate battery operation)?

So, if you haven't already, you can either turn the UPS on or leave it off and let it be connected/plugged into AC power for at least 8 hours and re-try the test while verifying the lamp was not mistakenly connected to the surge only outlets.
