This is by design, which impacts several different UPS lines made by APC. This is why its imperative to test and validate how the UPS will operate in a given environment. UPS's that offer *Hot Swap* batteries capability is one indicator that the UPS can turn back on without a battery present.
Lower end APC UPS within different model and production years either had this feature like your older unit or removed this operating behaviour. It should be noted APC isn't the only one who offer UPS's that behave this way. Eaton, Tripp Lite, CyberPower, Vertiz all have models that behave the exact same way.
