Where can I find documentation on the Open Phase feature for the 9S Blade powered 8650 meters?

I am not sure about any official documents but perhaps I can answer your question(s). To start this framelet was designed to account for a very specific use case, ION8650 meter with blade power Wye-connected 3-phase system.
The objective of the Open Phase Detection Framework is to identify an open phase condition. Additionally, if enabled, the framework will clamp the kW, kVAR, and kVA reading on the open phase(s) to zero and remove the open phase(s) from the energy accumulation calculation.
Detection of an open phase is done using symmetrical components in conjunction with phase voltage compared to V nominal and V average.

Thank you for the response and clarification. Good information. ION Setup only has a small description of the feature under Open Phase and it doesn't specify Wye or Delta service types, only "9S blade powered devices".

Yes I have ran across this issue on a Navy site with 8650C model . I had no voltage on A phase but the meter still calculated the phase as if its still there. The only way I noticed that was that the phasor was really funky. I then tested with my fluke meter and found it was dead at the A phase but voltage lead pickup was inside the transformer itself. The meter was still calculating Kw and Kwh normally since it saw the amps on that phase. Not sure that's a good thing other than for billing?
