Inside a meter there is some very low level thermal noise. The algorithms inside the meter to calculate phase angle is able to calculate a number based on this noise however the magnitude is 0.

Thanks @Charles_Murison for the explanation. In that case, why isnt there an algorithm integrated in the framework to suppress the display of angles as long as the magnitudes are "0". The same would work for the frequency readings due to phantom power when the meter is energizes but has no voltage measurement signals connected to the voltage inputs ????
