Loop Sequenced Issue

Using Niagara 4.8.0.110 and Build 37 the loop sequenced object is not working correctly, from my understanding.  The way that I read it, when EcnClg is True and the clgOut is >0%, the econOut will go to MinPos.  I cannot get it to do this:
