Recently received new laptop with windows 10, installed lateste version of Scadapack E-utilities 8.16.1
But E-configurator is not working and generates an error application event in windows event logger.

You would probably also get a better response rate if you posted the error message in English.
It looks to be an issue with MFC80.DLL, so you could try a Repair of the installation, perhaps this would fix up any issues if the file itself is corrupted.
I would also recommend that you try to set your Win10 OS language settings to English (US), and then retry. It's possible that E-Configurator has been strong-name matched to a language specific version of the MFC80.DLL. I haven't ever heard of this being a thing... but it's something quite easy to try.
If this does turn out to be the problem, then it's still worth raising with your local Schneider Tech Support, to get a proper fix for it.
This post suggests that you reinstall the VC2005 runtime (you might need to download it separately)

The download in the article isn't available anymore but have tried that already.
If the configurator is still build with visual studio 2005 should it not be updated build on a newer platform.
My previous laptop was also windows 10 and set to Dutch as language and had no problems at all.
I tried all but no luck so far.

Have you tried changing the language to en-US?
And you should probably provide the log file from sxstrace.exe...
It does look like there's some mixed up versioning in your environment somewhere:
8.0.50727
8.0.50608
You should only have a single version number.
So it would be worth doing a search for VC80 and hiding away any older versions of this.
Probably worth consulting https://support.microsoft.com/en-us/topic/ms11-025-description-of-the-security-update-for-visual-c-2... for what versions of files you should have. If one file is messed up, then others may be as well.
