What versions of the .NET Framework do you currently have installed?
It looks like it's using mscorlib 22.214.171.124, which I think is from .NET Framework v2->3.5
I believe in .NET Framework 4 it was reversioned to be mscorlib 126.96.36.199... and I would have almost thought that a recent version of E Configurator would use a more recent version of .NET Framework (i.e. v4+)
For issues like this, where a crash occurs, you should raise a case with your local Tech Support also. It's important that it gets logged in the Schneider system. This community forum doesn't have that happen.. we're mostly end users / system integrators here.
Has this machine had other versions of E Configurator working on it?

It got raised with SE support and the follow advice was given
Check Prerequisite Microsoft Installers for additional information. · Microsoft .NET Framework 4.5.1 offline installer · Microsoft Visual Studio 2013 Isolated Shell · Microsoft Visual C++ 2013 Redistributable Package (vcredist_x86.exe) · KB VS12-KB3107629.exe
Reinstall .NET Framework 2.0
The final advice was run it in a VM which we did get to work.
Just hoping someone else had a solution which wasn't reinstall windows 10.
