Addressing to your question, how is certificate different from test report ?
standard defines various test for meeting the safety and availability of power requirements. It also tries to simulate these various test need to be subjected to a given single panel. The certification body ( as defined in IEC 17065) does the verification of the product as per the IEC 61439 rules and confirms only on those define rules.
whereas test reports are subjective and done as per the manufacturer need but only reference standard for testing instead of complying.
Addressing to your another question, difference of certificate and test report from end customer and users point of view ?
End customer or user in simple words wants to ensure that the operators life is protected and his business is not disturbed due to break down, under performance, over heating, early failure.
As a panel builder, do you intend to offer under performing / early failure product to your customer ??
