What should be considered when choosing to go with a standard 80% rated breaker versus a 100% rated breaker? There may be more to it than you thought.
The following blog post provides good insight and background, and the additional link for the presentation with audio goes into some specific examples along with the benefits and drawbacks of one choice over the other.

Is there ever an application for using 115% rated breakers? An international supplier mentioned their breaker was rated for 115% and I can't think of an application where that would be necessary.

To my knowledge, 115% rated breakers do not exist for use in the US / NEMA markets.

@JamieJurin Thanks for your quick response.
Do they exist in the IEC markets? What would be the purpose?

I'm not very well versed in the IEC world so I would not be able to speak on the existence or the purpose of them. Sorry.

The good thing about The Exchange is that it is a global venue. Within this forum we are concentrated on North American standards and regulations, but there are plenty of other experts in other forums that I am sure will be able to answer your question.
If you are still curious about IEC and the 115% rating, I suggest you ask wthin one of these forums: https://community.se.com/t5/Power-Distribution-IEC/ct-p/iec-ecosystems-associated-standards
