Could anyone can help me to get any example on how utility company charge the harmonic penalty to their customer ?
We would like to propose ION8650 to an utility company that would like to have harmonic penalty scheme in their billing statement but they need some ideas on how to make it happen.

Just to share some informal discussion with utilities folks in this region couples of years back. They ever thought about charging customer on the harmonic penalty, but didn't seems to implement it due to some reasons. Here's 2 ways they have thought about how to determine the harmonics generated from customers and potentially charge them accordingly.
1) Using Harmonic Power Flow feature. Basically this harmonic power flow will determine the harmonic current flow for every single harmonic order. This feature is available in some of the PQ meters, e.g. CM4000.
2) Using Power Factors values which are available in the digital meters, where they can measure Displacement Power Factor (which is fundamental frequency power factor), Distortion Power Factor (which is consists of harmonics) and Total/True Power Factor (which is the product of displacement and distortion power factor). Attached is the document explaining the difference among the 3 PF terminologies.

As far as I know not many cases around the world where the utility charges directly on harmonics. In India, Tamil Nadu Electricity market operator defined that if the consumer fails to provide adequate harmonic suppression equipment to avoid dumping of harmonics beyond the limits as specified by the commision (CEA), the consumer is liable to pay compensation at 15% of the respective tarriff.
However they are several things that your harmonics will do to affect your bill.
For example as your harmonics will affect you kVA and some utility are charging on the kVA and not on the kW (many like that in Australia or the US), then you are somehow paying for it.
Another way as John was saying is to do charges on the True Power Factor rather than the DPF.
