It is a text alarm, you couldn't manipulate it in the past and I don't believe anything has changed in the product recently for this.
Alarm redirections need an object to reside against.

What is happening is our client is in a VM environment and is using a network USB device that reboots occasionally. Our CS dongle is in the network USB device and so we lose the license for a time, but the CS server does not pick it up again when the USB unit reboots. We were on a soft license but IT likes to make NIC changes without telling us which is terrible on weekends.
Have you thought about using a loopback adapter? I haven't tried this with the ClearSCADA machine ID stuff, but it's worked recently with Proficy Licensing to get around a NIC MAC changing issue
