You're going to need to explain what you mean by 'simulate the GeoSCADA expert'.
If you actually just want to simulate a ModbusTCP client connecting to the ModbusTCP server implementation on your PLC, then you could use ModScan. It's commercial software, but it's reliable and easy to use.
If you instead mean that you want to simulate your 'field device', i.e. you want to simulate your PLC, then you could use ModSim (also commercial software).
There are free versions of other Modbus clients / servers available, however I've never found them to be quite as good / reliable as ModScan / ModSim.
If you mean something else entirely... then you should try wording your question again.
