If you want to create a manual threshold in DCE for 30% UPS battery, the first thing I suggest is looking at K-base FA299560 which can help walk you through creating thresholds in general.
To create a battery threshold, create an "Other Numeric Threshold", choose a minimum value, and look for battery capacity remaining.
Then you simply have to set that value to 30:
You may also want to consider something like battery time remaining for a threshold instead of (or in addition to) battery capacity. As batteries get older, they can't hold the load up for the same time they could when they were new. An older battery still charges to the full voltage and will show 100% capacity but it could be the difference between taking 20 minutes to exhaust the batteries with new batteries or it could be 2 minutes to exhaustion with old batteries. If the latter is the case, 30% battery capacity will only be 40 seconds...just something to consider.
This is all assuming an APC UPS. I can't say that all UPS (especially 3rd party units) have the same sensors. If there is no sensor for battery capacity remaining, you may have to consider other alternatives.

I presume you were referring to run time as well, but your phrasing made me wonder if you might actually be thinking about lifecycle management.
if so - the only thing I can think of would be around battery age - which is not consistently available to modify, and so not reliable, but if your UPS allows battery age or install date to be modified, you could monitor it and set an expiration or duration, in a manner similar to what was described.
