Dear Michael Busch ,
Is your device under warranty?
A similar problem (the endless reboot of the NetBotz appliance) is discussed in topic . And I think the best solution is to contact local =SE= techsupport.

Device is not under warranty - first one that showed that problem died within weeks after installation this one now actualy worked for 2,5 years and did show this effect. I wonder how one can recover this device as it seams to have lost it's Bios or Disk to boot correctly.
Local Support is not realy helpfull - they say dump it and buy new - do not like such mechanisems to repair a device.

Dear Michael Busch ,
Please tell us if you could solve your problem or not?

NO it has NOT been solved - and as explained before there is no maintenance contract on this device.
As this is the second device I am experiancing this problem (first one after 1 week using it) I do not understand that there is no way to reset the device into a working state. It must be very inefficent for APC to get these devices returned and ship new devices out every time something like this happens.
