We would like to see readings in DCO in power tab from powertag-a9mem1540 which is correctly displayed in DCE. I can easily associate it with any rPDU or even RACK, but I assume that is not the right way to do it.
May be there is another way to see readings in DCO from these power tags?

In many cases the DDF's written for the device for DCE need changes to make them compatible with DCO so it may be necessary to request those changes from the DDF team. If this device is supposed to be associated to a rack pdu then the ddf may need to be updated.
However, I assume your room has floor PDU's (a power device which provides the circuits which feed the rack pdu's in your racks)?
If yes, if change to planning->device association, are you able to associate this device to the pdu, and then right click on the pdu and choose sensor mapping? If yes, then in the power pane in the popup window there's an add button in the top right wide which should show you the device sensors. You may be able to assign the power values (amps if I'm not mistaking) to the breaker poles in the breaker panel. If you assign the amps in the power view of the sensor mapping pane then those power measurements will appear on the connected rack pdu(s). The overall process is described here:
