If I have 2 ATS in 1 Rack, I can't config the Power Dependency on one of them.

It is by design only one rack ATS can be connected to a pair of rack pdu's. It is mainly because of the predicted power and power sold estimated load strategies - they treat primary and secondary rack pdu's as if they were paired. One rack pdu cannot be paired multiple times.

We have a lot of rack with 2 ATS install and only 2 Rack PDU.

when you talk about ATS, also with Ap771?Because we also have a lot of ATS in racks for mono powered appliances

Suggested workaround: Model one ATS with the combined sum of the outlets of all the other ATSs. Connect this ATS to the rack PDUs and the server equipment to the ATS.
Add the other ATSs as "dummy" ATSs, that is without connecting any equipment to them. This way the inventory reports will be valid.
