I am getting these alarms in DCO Asset ibm -- has not been responding for No value hours (through WMI). I added ITO to DCO and discovered servers. The server is running Windows Server 2012 and is online and I can ping and remote desktop into it. I used the wmic command and I am getting a response with details of the server. When I select properties (Alt+Enter) for that discovered server I see the Communication Status : Not Responding

The message you mention in your posting appears when ITO is telling DCO the asset has not been polled in a while.
Is this the only ITO server reporting this message in your DCO desktop client?
If you browse to the ITO server https://<ito-server-name-or-ip>:8090/ and logon to the ITO dashboard page. Change to the inventory tab. In the inventory list you should be able to find your windows 2012, one of the columns on the right side of the inventory pane shows "last polled" information (i.e. 5 minutes ago).
Does your server show it recently polled?
If yes, this message can sometimes appear in DCO if the device association info for the server has become stale. In this case you should use your DCO desktop client to clear the device association for this server. In the DCO desktop client, change to planning->device association, right click on the racked server, show in navigation, then in the navigation pane entry for that server, right click on the entry and choose unassociate. Save the change, then from the unassociated items list for your ITO server, find your server, associate it back to the server and save.
