Lately, I am intermittently receiving the error message attached to this post...

Perhaps something is wrong with your local DCO cache (on your laptop/desktop). If you close out of the DCO client, rename the C:\Users\<username>\.isxo folder to .isxo.old. Then reopen your DCO desktop client. This will recreate the .isxo folder and its contents.
If the contents are somehow invalid or damaged, this process will refresh the contents and your client should work. First time launch will take longer than usual as the cache space is refreshed.
