This seems to be license related issue. Most likely ITA base license is not present in the setup, it can be verified by logging to web-client (with admin rights) and checking the Licenses page (Administration > Licenses).
Could it be the case that a backup file from a Colo setup is restored on this ITA server? if yes, then that would explain it. DCO base license is merged in ITA (when upgrading from DCO to ITA), but not the Colo licenses.
Customers with Colo license key(s), with valid support contract, would need to contact support at email@example.com for a replacement ITA license key:
