backup ad restore was ok.
how long customer have to wait to generate Energy Cost Report?

Are you saying your customer does not see the EnergyCost report after the upgrade to ITA?
Has the customer tried opening the reports view, and restoring the default designs? This is sometimes necessary.
Here is a screenshot of the view I'm referring to from the reports view in the desktop client. Its likely this will cause the energy cost report to appear.

What are they seeing in the report output?
Do they see their racks but the measurements are showing as 0's?

i cannot see any measurements on rack.
with Dco v8.2.2 and same license, customer was able to generate it
Can you send a screenshot or sample report output?
There is a bug which was recently found in the newer ITA releases which effects the EnergyCost report and its output. In the case I know about it was causing 0's to be reported where there should have been measurement data for at least some rackpdus. The bug was definitely centered on how measurement data is displayed in the report. This bug is expected to be fixed in 9.1.1 which is due in the near future.
What types of devices are in these racks and are their measurements collected from DCE? Can you share sample report output too?

1- latest backup file from 9.1 setup
2- complete server logs from 9.1 setup
3- screen capture of the issue report (full screen)
4- 8.3.2 backup file, which is used for the upgrade to 9.1
5- server logs from 8.3.2 setup (if that is possible)
then I will see what I can find.

Thanks again for providing data, I could follow and confirm your observations. Here is a short explanation why your energy cost reports (in 9.1) not showing the data as you've expected. In latest release versions including DCO 8.3.x and ITA 9.0.x/9.1 we started to distinguish measured values for whole devices from measured values for device banks. The changes was not applied to Energy Cost report. This resulted in only measurements for banks being visible in report. The problem is that your solution has only measurements for devices, so report has no knowledge of their existence and assumes 0 kWh.
This is resolved in ITA 9.1.1.
