racks inside Data Center Operation are empty (no server configured) but after a thermal load test the estimated and measured load still reading value .
Is it possible reset measurment on th erack PDU ?

There are no direct way of resting the data in DCO which I expect is what you are looking for. The data in DCO will level itself after 30 days (default, can be changed in preferences) in terms of average and peak.
There is however a work around that you could try. In DCE you have to delete and re-add the device this will delete all data on the device and also configuration done in DCE on the device like thresholds etc. and then afterwards in DCO you have to Un-associate the device and re-associate the device again. You can verify in DCE that the data are no longer there by running a report on the device.

I guess the empty racks contain some measured load - the estimated load calculations and predictions are based on the measurements.
The capacity calculations will "return to normal" and will display your expected estimated load as soon as a device/server is added (to an empty rack) and connected to the rack pdu(s).
