Do you know if the server is able to access the internet during the upgrade process? if not, then that may be the reason why upgrade is failing. This has been a know issue and the near future release expected to contain the fix. However, for the time being I would suggest a clean 8.3 install and then restoring the latest fresh backup file.

Hi Jef, the Internet is completely open. Did you try an upgrade with the provided backup and look at the logfiles?

What backup file are you referring to? I have not received any description or data about this case/post.
