We have HMI Ecostruxure geo scada communicate with rtu scadapack 570 via modem celullar.
1. Is that possible to communicate via modem cellular by using tcp/ip??
2. If yes, can anyone tell me how to configure the communication on ecostruxure geo scada

1. If your cellular modem supports TCP/IP (which is pretty much anything since the days of GPRS) then yes.
2. There is nothing at all special about the Geo SCADA Expert configuration for a 2G/3G/4G/5G TCP/IP connection. You configure your channel, and outstation set and outstation as per the Geo SCADA Expert help documents. Since you mention a 570, then you probably want to use the x70 DNP3 configuration (again, consult the help).
Outside of Geo SCADA Expert, you will need a way to get a TCP / IP path to your outstation, so you will want to know something about IP routing. You will need an IP route between your Geo SCADA Expert server, and your outstation.
Once you can ping the outstation from the Geo SCADA Expert server, then the rest should be pretty straight forward.

If its on a public APN you're dealing with CG-NAT and dynamic IPs which really is a problem for DNP3. If so, you're best looking at using IPSec tunnels from the DNP3 end and creating your own private tunnel network for direct IP to IP connectivity.
If a private APN then you can have static IPs and direct connections assuming your server also has access into the private APN.
