There are two kinds of Dashboards; Personal and Public.
The Public dashboards are represented by objects in the traditional object hierarchy that you see in the system tree. Public dashboards can be built into Building Operation solutions very much like Graphics, Panels or other presentation views. They are Standard objects and can therefore also be included in, for instance, SmartX MP Controller applications. Public dashboards are typically created by system integrators as part of the delivered solution.
Consider using dashboards instead of panels and consider splitting traditional graphics up in smaller pieces and put the parts in dashboards - dashboards help in delivering a mobile friendly user experience that is easy to extend and modify.
Personal Dashboards are intended for end users. End users who have chosen to buy this options and who are member of a user account group that has the policy "Enable Personal Dashboards" checked, will have an option in the "hamburger menu" for Dashboards. These are stored under the user profile in the domain controller - typically the ES - and is available on any server that you log on to.
This feature empowers end users to easily build pages that contain the information they need the most to gain quick insights into how the building operation - only using her browser on any device.
