It looks like the controller is in bootloader mode, see https://community.se.com/t5/Building-Automation-Knowledge/Why-do-Continuum-controllers-go-into-bootl... for reasons this can occur. You noted that you had power issues so this makes sense.
Since you can't communicate with the controller you will likely have to send it for repair https://community.se.com/t5/Building-Automation-Knowledge/Flash-upgrade-and-offline-Continuum-contro...
Repair process can be found in the Product Replacement and Upgrade Services In warranty and Out-of-Warranty Services.pdf
Lastly, in order to get the correct visibility for your question you should post it in the Andover Continuum forum, however since you look to have registered to Exchange with a gmail address you don't have access. You should contact the Exchange team using a corporate email address to get the correct access.

If the NC2 is offline it is best to check the IP address by pinging it, then open up the Web config page and check the settings in there. Also check the CyberStation IP address is set correctly.
The Ethernet ID is usually seen even if the controller is offline!
Have a look at https://community.se.com/t5/Building-Automation-Knowledge/Netcontroller-is-running-slowly-or-going-o... it may also give some clues to the problem.

Hi @Dave_Shore The NC2 is Offline i can't ping the address this happen when we got multiple power fluctuate. we also tried hard reset, we can ping the default ip 169.254.1.1 but we can't access the web page.

As noted in the Knowledge base article I linked in my previous reply:
If after a full cold restart and at least 2 attempts to flash the controller fail, then the controller may need to be returned for Repair.
