Before you invest in the $$ for batts. Try these two things.
(maybe one tray is bad) Pull the brown battery disconnects out and usse a multimeter and measure each of the two trays. Both should be above 90vDC.
(maybe controller ribbon damaged) See if you can get a network management card. You can control the unit through that. If not, check the fragile ribbon and the display connections. Finally try the rubber button. If any of these things was loose or damaged, you would get nothing as well.
And as a final thought. APC Troubleshooting manual says to try to cold start the unit.
1) Turn off and unplug the Smart-UPS from wall. Remove any attached load.
2) Press and hold the power button (labeled ""I/TEST"" on legacy non-LCD screen units) on the front of the UPS until you hear a LONG beep.
3) Let go DURING the long beep. If you let go after the beep ends you will need to try again.
4) UPS should go through its' normal self test and end up on battery with 4 beeps every 30 seconds. This shows that the UPS is functioning correctly and can both pass a self test and function on battery.
5) You can now plug your UPS back into the wall. If the input power is acceptable the UPS will transfer back online.

Hi Rick,
Just to make sure, after plugging the UPS to the wall outlet, did you press the "Test/I" button? This is also the "ON" button of the UPS to turn it on.

Thanks for your response.
Yes I did but nothing happens. If I press the "Off" button I hear a beep but nothing happens. I forgot the attachment in my previous post so I added it to this one.

Hi Rick,
Basing on the info, this UPS was manufactured in 2015. If the batteries were never replaced, it is possible that it is not supplying the proper juice to the UPS' dc bus because of its age. Typically, APC batteries have a 3-5 yr life span. SURT models, require good working batteries for them to even turn on. If you want to further troubleshoot this UPS, you may want to get new batteries (Part Number APCRBC140).
