AP7900 to be specific,
I can not find this in the spec sheet I have no idea if they even have surge protection
is it not needed?

All APC PDU's are designed to have a UPS as its power source. The UPS itself contains the surge protection. So no, PDU's do not have them.

thanks that makes sense.
I will just connect it to a surge protector until I can afford a UPS unit.
