Hello,
It is probably best to contact your local technical support office. The reason is that generally, this part is not user replaceable or serviceable but depending on your region, your office may be able to offer other options (spare parts, repair, etc). You'll want to get the exact model SKU from the rear of your UPS on the white sticker to help them determine any options. We have several models of "Smart UPS 2200" is the concern and they are likely different as far as the front panel.
Information on contacting your local office, by country, is here -> http://www.apc.com/support/contact/index.cfm

You may not have a local, physical office building in the country but either by phone or email you should be able to contact our Asia Pacific Support team who would support queries and questions from Sri Lanka.

Suneth,
You could try to install a network card to view/control the UPS. Something like an AP9606 or AP9617 would work well for that generation.
If you wanted to fix the control panel, if you can find a donor control panel (search for surplus vendors and ask them for a bad/failed ups), you might be able to very carefully solder a new panel on. After soldering, I'd encase the solder in something like 2-part epoxy. I don't think I'd do that if the unit was turned on though.

Anything larger than 1400VA would typically have a 48V system. There are a few exceptions but with your particular UPS, it should be 48V.

These UPS models are really old so I am forgetting if they have a UPS SmartSlot like more modern systems - is there a a lot on the rear of the UPS? It may have a blanking panel on it. It should look like this (below) when you obtain a SmartSlot accessory like cernst mentioned and how you'd install it and where it'd be located.
