Calculate inROW Power Draw for Genset or switchboard power

I'm troubled in how to calculate inRow power draw.

What I know:
APC inROW RP DX units consume over 20kW + 2kW condenser + 200w heating resistance (I don't know power factor), chilled water units 15kW each plus chiller plant.

What I wish to know:
1) Ratio between Datacenter Heat Output (in cooling kW) and and InRow Power Consumption (in kW) in DX or Chilled Water. I asume it is not linear.
2) In the event of power outage, from my experience every unit can be configured to start in sequence (whats the time limit?). How long does it take for the unit to reach normal operation once started? I would like to know how much time does it take to the unit after all its test to get in stationary mode. I also assume that when starting, the unit consumes full power, is that correct (compressors, blowers)?

So, for example, if I have a 4 inrow RP CW configuration, that will make (without chiller plant):

20kW x 4 Cooling power consumption = 80kW -> (PF 0,7) -> 115 kVA
Total Datacenter Heat Output is 45kW
Total IT Load (including UPS efficiency and battery chargers) 38kW -> (PF 0,8) -> 47.5kVA

It looks to me difficult to take the full 115 kVA as valid,


Are there any usage(%) or simultaneous(%) factors that I should take into account in order to properly dimension cooling switchboards and Genset? Are there tables or graphics of APC InRow units showing heat output vs power draw?
