Cable ladder: rungs on top?

Having a cable ladder (6") installed by APC between NetShelters, across a "cold" aisle. Learned something new today--the installer from APC says they install them with the rungs on the top.
I looked at the documentation and it shows the rungs on top:

however the submittal drawing shows the rungs on the bottom:

a tip I got to improve the appearance was to line the ladder with "fish paper" liner (vulcanized insulating paper) so that you do not have to look up at the cables. I guess for this you would have to put the rungs on the bottom.

Thanks. We turned the ladder over to have the rungs on the bottom.
I did open an online APC support question just to see what they would say: I just got a one line answer back--to put the rungs on top.
